Voting Record Index – 110th Congress – House

WITH THE SHIFT OF MAJORITY RULE TO THE DEMOCRATIC PARTY, the House of Representatives saw dramatically less action on Life-related issues in 2007 and no recorded roll calls – that’s right, zero recorded roll calls – on Life issues in 2008, demonstrating the reality that elections do matter and so does party control.

The 110th Congress began – nearly two years ago — with a major push toward overturning President Bush’s limits on subsidizing biologic experimentation which involves killing of embryonic human beings and pressing for endorsement of human cloning for supposed therapeutic purposes. Congress proceeded, during 2007, to gut the Reagan-era Mexico City Policy disqualifying abortionists like International Planned Parenthood from US “family planning” aid from the US Agency for International Development. The “Mexico City” loss was, happily, reversed in last December’s omnibus appropriation bill for Fiscal Year 2008, but that policy victory was gained by negotiation and a White House veto threat, not by a distinct recorded roll call.

Pro-life lawmakers’ initiatives were often thwarted by parliamentary maneuvering but did see defensive roll calls on abstinence education and “Mexico City.” The most landmark House vote of the 110th Congress was on an amendment by Rep. Mike Pence (R-IN) seeking to disqualify abortionists like Planned Parenthood from domestic “family planning” subsidies under Title X (Ten), cited in this Index as House Roll Call K.

The House Index below is essentially a reprint of our 2007 House index as the only voting records available on Life issues in the 110th Congress. (The Senate index is updated.)

THE SENATE, TOO, CHANGED FOCUS DRAMATICALLY during the 110th Congress. No judicial confirmation votes occurred with a clear division on Life issues; most judicial nominees thought to be pro-life were simply stalled in committee with no action taken. Several contentious issues did arise in 2007, however, and a few in 2008. Occasionally, Senate rules gave Life-advocating Senators opportunities to prevail. In both the House and the Senate, our voting index shows: For the cause of Life, elections do matter!
